Most washers you can buy are stamped — punched from thin sheet in a handful of standard sizes. That's fine until your job falls outside the catalog: a bore between two standard sizes, an outside diameter that has to clear a counterbore, a thickness that sets a precise gap, or a material sheet stock doesn't come in.
A machined (turned) washer is cut from solid bar on a lathe, so none of those limits apply. You get flat, parallel faces, a burr-free edge, controlled tolerances, and any OD/bore/thickness combination you specify. It's stronger than a stamped equivalent and available in grades and thicknesses stamping simply can't produce.
